N etwork technology company Nokia is closing its research and development unit in Hangzhou, China, and cutting about 1,600 jobs. Nokia, a maker of network equipment, is closing its research and development unit in Hangzhou, China, sources familiar with the matter tell Helsingin Sanomat.

The unit develops radio technology. Nokia's Hangzhou unit focuses on developing radio technology, which Nokia is now focusing on in other offices. Nokia told employees on Thursday that 1,600 Chinese employees will be laid off by the end of 2026, sources said. Nokia aims to streamline its operations worldwide. Earlier this year, it reduced the number of its business groups from four to two.

The company is also running two separate cost-cutting programs to ensure profitability in the future. Nokia expects its business to grow mostly in fixed networks, not mobile. In January, Nokia announced that it had acquired a full stake in China’s Nokia Shanghai Bell joint venture and would integrate the operation into its global operating model. At the time, the integration was expected to take 2-3 years, cost €350-400 million in integration costs, and generate €200 million in cost savings. Nokia has since said it expects €350 million of planned integration costs to be incurred by the end of 2026, and aims to complete the integration within two years.

Nokia is also planning to cut jobs in Europe, but CEO Justin Hotard declined to elaborate on those in a July press conference.
